Monarch Housing Associates,The Section 811 Development Team at Monarch Housing Associates has worked with more than thirty not-for-profit organizations to develop housing for persons with disabilities through this program since 1989. The Team is currently working on the development of thirty five (35) projects, which will create one hundred ninety-five (195) units of housing, scattered over fifty-five (55) sites, throughout the state of New Jersey.
The projects not only provide supportive housing but also come with a Project Based Rental Assistance Contract, to help maintain the homes and keep them affordable for a forty year period.
Are you thinking of applying for Section 811in 2008?
Unfortunately for 2007 more projects than can be funded have contracted with Monarch Housing's Section 811 team.
Although this is unfortunate, now is the time to plan for the 2008 application. Several groups have already stated to do that. Thus, the following information is still of value.
Since 1991, Monarch Housing Associates has been working with groups across New Jersey to develop permanent, affordable and supportive housing with HUD's Section 811 Program. Hundreds of millions of dollars have been leveraged and hundreds of persons with disabilities have been able to secure permanent, affordable and supportive housing.
The FY 2008 SuperNOFA is anticipated to be released by in early 2008 which will result in an earlier deadline for the applications. The deadline for the HUD Section 811 Program could be as early as late March. Prospective applicants will have ample time to complete the requirements to submit an application to the Section 811 Program only if they start now!
Due to the revised HUD application process over the past two years, Monarch Housing Associates will only be working with applicants that have site control.
In order to have an application that is considered site control, an applicant must have acceptable evidence of site control. Acceptable evidence of site control is limited to any one of the following:
Deed or Long-term leasehold, or a Contract of Sale free of any limitations or Option to Purchase or a long-term lease.
For sites being acquired from a public body, evidence is needed that the public body possesses clear title to the site and that they will convey the site upon receiving your 2007 Section 811 Capital Advance.
Two additional requirements that each applicant must comply with are:
Securing a DUNS and registering with Grants.Gov , and
having the commitment from the appropriate Department of Human Services Division for the proposed project.

We will also be working with groups on a first come basis due to the limited amount of available Section 811 Program Funds. Monarch Housing Associates does not intend to apply for more projects than can be funded.
If we are not able to work with you this year, we encourage you to start now to plan for 2008 and determine ways in which you can secure site control.
There is a fee for preparation of the Fund Reservation Application of $2,500 which is a reduced amount up front for this service. This fee is billable upon submission of the application to HUD. The cost is and will be reimbursed by HUD once your application is funded at the Initial Closing phase of the project. The $2,500 will be part of our total fee, not in addition to that amount.

HUD Newark Office, with Monarch's help, is Number One Again in 811/202 Closings!
For the second year in a row the HUD Newark office was the number one HUD office as far as closings of Section 811 and 202 projects. The Newark office closed eighteen (18) initial closings. Of these fourteen (14) or 78% were projects for which Monarch Housing served as the Housing Consultant. The Newark office was "Number One" in the country! The next closest office did thirteen (13).
The Newark office did thirteen (13) final closings. Of these four (4) or 31% were projects for which Monarch Housing served as the Housing Consultant. The Newark office was tied for 3rd in the country.
For overall closings the Newark office was Number one again! The total was thirty-one (31), the next office was twenty (27). Monarch Housing contributed to eighteen (18) 58% of the thirty-one (31).To read the New Jersey HUD newsletter click here.
COAH Third Rules Overturned by the Appellate Court
Last week;s decision has caused an enormous amount of commentary and anxiety within the non-profit community. In an effort to assist this conversation we have posted as many articles as well as the Appellate Court decision on our Blog. We will continue to do that. The State of New Jersey is considering appealing the decision to the Supreme Court. this will need to be decided within the next twenty days. If not the current opinion will require the adoption of new regulations within six months. Your comments on this issue will help all of us better understand its impact.
