The Hudson County Alliance to End Homelessness held an extremely successful kick-off event on Friday Sept. 22, 2006. Co-Chairs of the Ten Year plan including Thomas A. DeGise, Hudson County Executive, Jerramiah Healy, Mayor of the City of Jersey City, Chanda Gibson, Goldman Sachs, and Bishop Robinson, President of the Interdenominational Ministerial Alliance, addressed a crowd of nearly 200 people outside St. Lucy’s Shelter in Jersey City. As they spoke, each of the co-chairs expressed their support for a Ten Year Plan to End Chronic Homelessness, recognizing that by strengthening preventative measures and taking a ‘housing first’ approach , it is possible to end homelessness in Hudson County.

Reflected by the diverse group of co-chairs from government, the business sector, and the faith-based community, the Hudson County Alliance to End Homelessness has made an effort to reach out to all local community interests in order to develop a plan that is unique to Hudson County’s needs, but also one that has the necessary resources behind it to ensure successful implementation.

Philip F. Mangano, Executive Director, United States Interagency Council on Homelessness, was able to attend and speak at the event. He communicated the ICH’s support of the Ten Year Planning process in communities nationwide, as well as, the need to shift from the existing and costly system of managing homelessness to proactively ending homelessness with ‘housing first’ and other more cost-effective policies. Director Mangano noted several cities nationwide that have been successful at significantly reducing the number of homeless people in their community by using their Ten Year Plan to implement a ‘housing first’ approach.

Alliance membership and those that attended the event are excited to begin work on the Ten Year Plan to End Chronic Homelessness, ‘Keys to Ending Homelessness in Hudson County,’ and will do so by separating into smaller ‘Task Forces,’ to discuss topics including Health Care, Permanent Affordable Supportive Housing, Mainstream Resources, Family Break-up & Domestic Violence, and discharge Planning. These groups will meet bi-monthly through December, when a draft of the plan is to be completed. If you would like to participate on any of these Task Forces please contact Kristin Green.

Mercer Alliance to End Homelessness Holds Fundraiser

The Mercer Alliance to End Homelessness held a very well attended benefit on Sunday September 24, 2006. Attendees were excited to discuss the need to further address ending homelessness in Mercer County and across the nation. The Mercer Alliance to End Homelessness was applauded for the work that they have already done in Mercer County including their work with the Greater Trenton Earned Income Tax Credit and Asset Building Coalition, which brought $4 million additional dollars into the County. The Alliance, in partnership with state and local government agencies, the United Way of Greater Mercer County, Corporation for Supportive Housing (CSH), and Monarch Housing, among others, is currently working on a Housing First demonstration initiative that will house 20% of the Chronically Homeless population in Mercer County.

Honored guests included The Honorable Jon S. Corzine, Governor of the State of New Jersey, who spoke about the need to address homelessness in New Jersey, and noted the importance that his administration has placed on addressing homelessness and affordable housing. Shirley M. Tilghman, President of Princeton University, added that Princeton students have had the opportunity to work with a number of homeless service providers in the community, and that many of those students take that experience with them for the rest of their lives. The Honorable Douglas H. Palmer, Mayor of the City of Trenton, remarked that homelessness is inexcusable in a country as wealthy as the United States, and relayed the story of a guest at the event who had been lef t homeless due to the inadequate support the government has given her while her husband is deployed by the Army. Finally, Stephanie Wolcott, Manager of Corporate Citizenship, TYCO International, communicated TYCO’s continued support for the Mercer Alliance to End Homelessness.

This was a successful fundraising
event for the Mercer Alliance, while guests were entertained by a jazz ensemble and vocalist, the important work done by the Alliance on a daily basis was put into the spotlight.

Project Homeless Connect New Jersey!

The New Jersey Alliance for the Homeless and Monarch Housing are moving forward with efforts to encourage statewide participation in a Project Homeless Connect on the same day as the HUD mandated Point in Time Count, January 25, 2007.

Many CoC’s in New Jersey feel that their last PIT Counts represent an undercount of the true population, as it is difficult to access enough volunteers to count all possible locations in their jurisdiction. It has also been difficult to find the harder to reach homeless, and to gather enough incentive items for volunteers to bring with them when they do the street count. Project Homeless Connect will allow CoC’s statewide to reach out to and survey more of the homeless people in their communities, and will also allow the CoC to provide those people with much needed services.

The Interagency Council on Homelessness has been encouraging communities nationwide to plan a Project Homeless Connect (PHC) day. They support New Jersey’s efforts to plan a PHC on the same day as the required Point in Time count, as they recognize the significant impact that New Jersey can have by performing the very first statewide Project Homeless Connect day. The ICH will work with New Jersey to provide technical assistance, and coordinate conference calls amongst various CoC representatives to better organize the event. The New Jersey Alliance for the Homeless (NJAH) has reached out to Governor Jon Corzine in an effort to secure his support for a statewide PHC, and will also work to make the newly appointed Director of Human Services, Clarke Bruno, aware of the statewide project Homeless Connect. The Alliance expects that the State will support the initiative for a statewide Project Homeless Connect and the opportunity to be a part of the first statewide Project Homeless Connect.

Planning for this event should begin immediately. The NJAH will need a key contact for every CoC in the state to assure that everyone moves ahead with the planning process. The NJAH has broken the state into three regions (north, central, south), each with their own coordinator who will be responsible for making sure that the CoC’s in their region remain on track. Currently, about half of the CoC’s statewide have identified Key Contacts, if your CoC has yet to do so please contact Randi Moore.
