Camden Holds Successful Homeless Summit

The Homeless Network Planning Committee, convened by the Community Planning and Advocacy Council, held their first Homeless Summit on October 5, 2006, at the Cherry Hill Armory. More then two hundred people participated in the half day event. Speakers included Randy Primas the COO of the City of Camden, Freeholder Carmen Rodriguez, Commissioner Clarke Bruno, NJ Department of Human Services, and Kathleen A. Naymola, Director of Community Plann ing and Development for the HUD in New Jersey. All of the speakers focused on the need to end homelessness in both the City and County of Camden. Commissioner Bruno noted that more people were in attendance at the Camden Summit than attended the first meeting on the New York City group that developed their plan to end homelessness.

Two formerly homeless individuals discussed their struggles to overcome homelessness. Both spoke eloquently about the need to have a place to live with appropriate supportive services.

The keynote speaker was Dennis Culhane of the University of Pennsylvania. His work was the basis of the Million Dollar Murray article in the New Yorker.

The keynote speaker Dennis Culhane of the University of Pennsylvania spoke about his studies that indicate that doing nothing about ending homelessness is more expensive than solving the problem. He stressed that successful plans are developed based on data analysis and that they need to include the provision of permanent housing with supportive services. Based on his studies he indicated that limiting shelter stays to a minimum was crucial as well as converting transitional housing to supportive housing.

Four workshops were held to develop strategies and to update the draft plan, Endings Have Beginnings. The workshops and the conveners were:

In the summary of the days events everyone agreed that more work will be needed to complete the Plan to End Homelessness as well as to successfully implement it. All of the sixty-five members of the Homeless Network Planning Committee are committed to working to end homelessness.

Project Homeless Connect New Jersey!

Project Homeless Connect is moving forward at full speed, as January 25 approaches. Representatives from the New Jersey Alliance for the Homeless (NJAH) will be contacting CoC’s and the identified Project Homeless Connect (PHC) lead organizer in the very near future to invite representatives statewide to an organizational and planning meeting.

NJAH is also finalizing materials including a letter asking locally elected officials for their support, a planning timeline, and sample informational flyers with the Project Homeless Connect logo. Counties will then edit these documents to fit their unique needs.

It is important to recognize that Project Homeless Connect will be tied to this year’s HUD mandated Point in Time (PIT) Count. This will allow CoC’s statewide to reach out to and survey more of the homeless people in their communities, and will also allow the CoC to provide those people with much needed services. It is expected that connecting the PIT with PHC day will improve the numbers generated by the PIT count, thus helping CoC’s statewide to prove a need for funding.

It is imperative that CoC’s begin planning for the PIT Count and PHC day immediately! Each CoC will hold a unique, self determined Project Homeless Connect day, but all CoC’s are mandated to perform the Point in Time Count. Many CoC’s are excited about the unique opportunity to perform a statewide PHC and have already begun planning. Some of the Counties that have committed to joining Project Homeless Connect New Jersey and have already begun planning efforts include Camden, Gloucester, Hunterdon, Hudson, Mercer, Middlesex, Ocean, Passaic, Sussex, and Warren.
